What do we mean when we talk about “services”? Often, the language and terminology used to describe digital services are insufficient to clarify the various meanings in the field. Just consider how the same word ‘services’ is used in the context of Public Administration, with a diversity of interpretations that vary depending on the scope, context, and interlocutor: what we access as users on a Municipality’s website is a ‘service,’ but so is cloud software used by a government agency or the subject of a supply contract signed by an organization. From these examples alone, it becomes evident that when designing digital services for citizens, one encounters a problem of the ‘perimeter’ of meaning, i.e., the conditions of use of the term.
