What do we mean when we talk about “services”? Often, the language and terminology used to describe digital services are not sufficient to clarify the plurality of meanings in the field. Just think about how the same word ‘services’ is used in the context of Public Administration, with a diversity of interpretations that vary depending on the scope, context, and interlocutor: what we access as users on a Municipality’s website is a ‘service,’ but so is a cloud software used by a government agency or the subject of a supply contract signed by an organization. From these examples alone, it becomes clear that when designing digital services for citizens, one encounters a problem of the ‘perimeter’ of meaning, that is, the conditions of use of the term.
